SUBJECT: LEC Budget – 20% – Restoring (Snapback) (Section IV.C.1.)
STATEMENT OF QUESTION:
Should the LEC’s budget be restored in full to serve its Local Council Members? The snapback will eliminate the 20% cut currently in place.

BACKGROUND INFORMATION:
Effective June 1, 2012, all active Members are required to pay monthly dues in an amount equal to the CWA Dues Average, which is currently $48.00. Each year, AFA-CWA dues are subject to change on June 1. Any increase in dues for the upcoming fiscal year will be based upon the CWA dues average as identified by the International AFA-CWA Secretary –Treasurer.
PROPOSED RESOLUTION:
Restore the LEC budget to 100% of amount allocated under the Merger Agreement. In 2015, as set forth in the Merger Agreement, the dues to be paid by each Member, set as the CWA Dues Average, is anticipated to be approximately $50.00.
WHEREAS, if there is any increase in union dues in excess of those outlined in the Merger Agreement, the percentage increase will also be allocated to the MEC & LEC budgets.
THEREFORE BE IT RESOLVED, that the AFA-CWA Constitution and Bylaws- Policy Manual, Section IV.C.1. be amended to read as follows:
Effective June 1st, 2013 2015, each Local Council will be allowed a regular monthly allowance based on twenty percent (20%) of the total monthly dues including service charge monies of the Council affected. Local Councils shall also be responsible for maintaining their spending to the amount allocated to them by the Merger Agreement and not exceed their budget based on a monthly allowance.
