SUBJECT: LEC Budget – Carry Over at 100% – “Full Carryover” (Section IV.C.1.)
STATEMENT OF QUESTION:
Should the AFA-CWA Constitution and Bylaws – Policy Manual Section (Section IV..1.) be amended to provide each Local Executive Council with 100% budgetary carry-over from one fiscal year to the next?

BACKGROUND INFORMATION:
As of June 2013, the AFA-CWA Constitution and Bylaws was amended to allow 50% of the LEC Carryovers to be retained from one fiscal year to the next. The current budgetary policy does not promote fiscal responsibility and does not allow full utilization of budgets by Local Executive Councils for their Membership and allow for fiscal prudence.
PROPOSED RESOLUTION:
WHEREAS, achieving a fiscally responsible budgetary policy serves the interests of all members of AFA-CWA; and,
WHEREAS, full budgetary carry-over encourages prudent and ethical use of Membership funds, and it encourages greater financial stability;
THEREFORE BE IT RESOLVED, that the AFA CWA Constitution and Bylaws – Policy Manual, Section IV.C.1. be amended to read as follows:
Effective June 1, 2013 2015, each Local Council will be allowed a regular monthly allowance based on twenty percent (20%) of the total monthly dues included service charge monies of the Council affected. However, in no event shall such monthly allowance be less than $2,500.00 or an amount equal to twenty percent (20%) of a total of 100 members’ and service charge payer’s dues. Fifty percent (50%) One-hundred percent (100%) of any funds remaining at the end of the fiscal year are to be carried over into the succeeding year’s local budget. All remaining funds are to be returned to the Airline Master Executive Council Administration fund.
